Description of changes:
Another case of an internal BuildKit error that's been fixed upstream, but won't trickle out to users for a bit; we can retry package builds that see this until we're confident the fix is distributed.
Testing done:
Made a package build emit this message (as pulled from a CI failure) and saw it retried 10 times. Confirmed the build was OK after removing the message.
