This commits bumps the aws-iam-authenticator from version v0.4.0 to
v0.5.0.
aws-iam-authenticator migrated from using godep to using go modules
between these two versions.
Added license clarification file for license attribution scanning
Testing done:
Built new Thar image successfully.
Launched Thar worker node, joins my cluster without problems and run pods without problems.
