Drop `--enable-cet` since it is not supported by current processors. Drop `--enable-lock-elision` since it is now set by a tunable rather than a configure option. Use `--static-pie` unconditionally since it is supported for both x86_64 and aarch64. Signed-off-by: Ben Cressey <bcressey@amazon.com>

Remove unnecessary flags and apply
--static-pieto aarch64 as well.Testing done:
Built x86_64 and aarch64 images, smoke tested in VM up through boot.
