Description:
Fingerprinting Blocking is not working, even it is already activated on the Settings (Strict), please check by opening on Private Window:

Steps to Reproduce

1. Activate Fingerprinting Blocking on Settings to Strict
2. Open Private Window, go to https://fingerprintjs.com/demo
3. Close Private Window
4. Open Private Window, go to https://fingerprintjs.com/demo
   5, You can see that the above demo can still fingerprint that we have visited the page previously

Actual result:
You can see that the above demo can still fingerprint that we have visited the webpage previously

Expected result:
The webpage must not be able to fingerprint the visit

Easily reproduced

Desktop Brave version:
Version 1.12.112 Chromium: 84.0.4147.125 (Official Build) (32-bit)

Android Device details:

• Install type (ARM, x86): ARM

I think that this #11258 is related to #8977 and #8787

So I am closing #11258 and let it continue on #8787
