Update NTP Background Images component for Fall 2021 wallpapers on desktop

Test plan:

1. Launch browser and wait NTP Background Component is upated to 1.0.4 version
2. Check NTP shows all new set of BG images described in the description of NTP Fall 2021 wallpapers #18568
