Description

Found while testing #15038
Manual proxy setup doesn't work in Windows OS's

Steps to Reproduce

Find the description from [Security] DNS Leak appears with HTTP Proxy #15038 (comment)

Actual result:

Expected result:

Manual proxy setup via Proxy settings should work in Windows OS's

Reproduces how often:

Easy

Brave version (brave://version info)

NA

Version/Channel Information:

Can you reproduce this issue with the current release? NA

Can you reproduce this issue with the nightly channel? NA

Other Additional Information:

Does the issue resolve itself when disabling Brave Shields? NA
Does the issue resolve itself when disabling Brave Rewards? NA
Is the issue reproducible on the latest version of Chrome? NA

Miscellaneous Information:

It's a windows OS limitation, logged an issue in case if any user run into this issue.
