Steps to Reproduce

  1. Install Brave through stub installer

Actual result:

Stub installer fails to download the build.
Fails without error code.

Reproduces how often:

always

Brave version (brave://version info)

Reproduces on all release channels, including stub installer from brave.com

Brave 0.56.12 Chromium: 70.0.3538.77 (Official Build) (64-bit)
Revision 0f6ce0b0cd63a12cb4eccea3637b1bc9a29148d9-refs/branch-heads/3538@{#1039}
OS Windows 7 x64

Does not reproduce on Windows 10 x64. Tested by @btlechowski and @GeetaSarvadnya

Also reproduced by @srirambv on Windows 7 x64.

Below logs are from Win8 and Win7 with same win32 stub installer.
Win8 works fine. and Win7 failed by download fail.
Win7 received different response compared with Win8 for client's below request.

This will be needed for our users on Windows 7 which are not using IE11 https://warwick.ac.uk/services/its/servicessupport/web/sign-on/help/tls1-eol/ie/

Also the Easy fix from here is needed (might be sufficient) https://support.microsoft.com/en-us/help/3140245/update-to-enable-tls-1-1-and-tls-1-2-as-default-secure-protocols-in-wi

Fastly seems to be only using TLS 1.2 now as per https://www.fastly.com/blog/update-our-tls-10-and-11-deprecation-plan

We have updated the certificate to support TLS 1.0 and 1.1 as well and confirmed through testing that updates and the stub installer work on Windows 7 (with only TLS 1.0 or only TLS 1.1 enabled in Internet Explorer settings).

Currently we have switched over to the CDN for update downloads so please report any issues.
