Attention doesn't rise when watching twitch stream

Description

The attention stays at 0% when I watch twitch streams, and doesn't rise when I check the brave://rewards panel. It works for the twitch.tv website, but doesn't work for a regular stream. It just stays at 0%.

Steps to Reproduce

Open brave on a Windows 10 Home computer
Watch a twitch stream for 10 minutes
The attention won't go to more than 0%

Expected result:

the attention rises normally, as YouTube videos for example
