not being prompted to save PDF when opening transactions. Issue copied from #11037 (comment)

launch brave, enable payments and close brave once the wallet has been created
run npm run add-simulated-payment-history 50
re-open brave
visit about:preferences#payments and click on "You Payment History"
select a transaction and a new tab will open without prompting you to save the PDF
