This PR updates the GitHub Actions workflows so all Ubuntu-based jobs use Ubuntu 24.04.
Between 22.04 and 24.04, Ubuntu started restricting unprivileged user namespaces, which Brioche uses for sandboxing. So, the main change in this PR was to enable unprivileged user namespaces when running tests on Ubuntu by using a sysctl config file.
