For the repackaging service:

If you are not using the audio/video decoding/encoding service, the hardware requirements are extremely minimal. If you run your origin server (like apache/nginx) on the same system as the packager, then you may need some additional network and/or disk capacity to guarantee a certain level of throughput.

For the transcoding service:

Intel(R) Xeon(R) CPU E5-2630 v3 @ 2.40GHz

1080i30 Source MPEG2 w/4 output profiles
1280x720p30 @ 5mbps
960x540p30 @ 2.2mbps
640x360p30 @ 1.25mbps
176x144p30 @ 500kbps
is right around 10-12% CPU load per video/audio service.

I can do 5 to 6 of these using this hardware platform. With a H.264 source the load is slightly higher so you end up with 4 to 5 output combinations. eBay is a great place to get used hardware if you want to build something up using some previous generation Intel platforms.
