As a follow up to this, I'm going to make a workflow on all PRs that will spin up the docker compose dev environment and curl the /debug/info endpoint. That should provide a handy smoke test. |

Description
Fixes the migration 1_3.sql that had an error and fixes an issue with the OpenFGA client setup.
Also ensures we don't mask the error from the OpenFGA setup.
