Removes
stale.ymlto disable our usage of stalebot. As we are going through and triaging issues, it's become more evident that stalebot tends to be more of an annoyance than something that is helping out. In general, we should treat a growing backlog as a sign that we need to be investing more time in triaging as opposed to stalebot trimming away at issues or aggravating current team members
