Carla Editor Updates

This update includes a new outline effect for selected assets and sample FBX and XODR files for testing. Automation scripts have also been added for downloading the assets and compiling the editor.

Initial Editor Release

The Carla Editor tool allows the user to import, display and XODR files created in the RoadRunner application. The updated XODR file can be exported to be used in the CARLA simulator.
