Work in progress on #240.

  • upgrade gradle
  • drop the obsolete consistency checks plugin
  • add version catalogue and use it throughout the project to resolve deps
  • upgrade third party libraries, plugins, and update the lock file.
  • review gradle warnings, fix where appropriate.
  • restore gh builds on Java 21 (?)
