Draft a 2.0.1 changelog

This is a followup to a conversation in Slack.

Since this is my first contribution and I don't have great familiarity with the project I thought I'd be verbose in explaining what I did here so that you can most easily change it if necessary and get this release rolling.

Things I did:

• I worked through this list of changes: 2.0.0...cashapp:sqldelight:master
• I used PR titles for changelog item titles, unless I thought they needed rewriting. In those cases I read through the PR and related issues until I thought I understand the intent of the PR enough to write a new title. For example:
  • Add check for temporary database path #4662
  • Specialize integer numeric driver bindings #4588
  • Reflectively get the kotlin top level companion object #4727
• I used my best judgement to choose Added/Changed/Removed/Fixed categories, noticing a few that felt very subjective. In particular, I was uncertain about whether adding support for particular syntax in various dialects should be categorized under Added or Fixed.
• I included all changes that I thought were user facing.

Things I left out:

• Renovate commits
• build, toolchain, non-user observable refactors, CI, etc. For example:
  • Ktlint 1.0.1 #4740
  • Fix OutOfMemory build error #4647
  • Move packageName implementation to SqlDelightFile #4490
  • Kgalligan/2023 10 05/update stately #4701
  • Split web sample into its own project #4666
  • Specialize integer numeric driver bindings #4588

Things I did not do:

• Review any unmerged PRs or include them in the Changelog.
