Catalyst Cooperative dbfread for Python 3 only

A fork of the dbfread project which hasn't seen any activity in the last 3 years. Requires Python 3.6+ and allows access to DBF files using file objects rather than only string-based paths. This allows direct access to files inside of zip archives, among other things.

Primarily meant for extracting FERC data in support of Catalyst Cooperative's Public Utility Data Liberation project.
