This PR removes the local version handling from the Python packaging workflow.
This was mainly in place for TestPyPI uploads.
As these have turned out to not be that useful and rather demanding on CI resources, this PR removes the corresponding handling.
This makes the workflows themselved a little cleaner with less special handling.
