Version (use git rev-parse --verify HEAD): ff54db5

What happened:
Links defined in the consts file such as:

celestia-core/pkg/consts/consts.go

Line 11 in ff54db5

// https://github.com/celestiaorg/celestia-specs/blob/master/specs/consensus.md#constants

are no longer working. It would be better to fix them.

What you expected to happen:
Fixing the links.
