Blocked by #27, since it's implemented against the latest upstream.

This implements the linked list scheme specified for validators: https://github.com/celestiaorg/celestia-specs/blob/ec98170398dfc6394423ee79b00b71038879e211/src/specs/data_structures.md#validator. Note that there are no performance optimizations, with state being read from and written to excessively.

### This PR makes the `testnet` command update the bank genesis supply. 

When using the `testnet` cli command, it creates nodes and balances, but does **not** update the supply. When using this in conjunction with `add-genesis-account` which **does** update the supply, it creates an invalid genesis file. This PR updates the testnet command to properly set the supply.

## Description

Closes: cosmos#9447

This PR partially reverts cosmos#8505. Namely:
- it removes PowerReduction as a staking on-chain param
- however, it keeps cosmos#8505's API changes regarding adding a `powerReduction` function argument to staking functions. This allows us to rely less on global variables in said functions.

## Description

In Osmosis' simulation, we were observing that a large percent of the time was spent within SimulateParamChangeProposalContent, in particular within the composed key function. This is from a trace of our simulator running for 10 minutes:

~This change lowers the number of calls to ComposedKey() by a factor of 3, and speeds up the underlying ComposedKey function. (sprintf is not particularly efficient for string concatenation, https://dev.to/pmalhaire/concatenate-strings-in-golang-a-quick-benchmark-4ahh ). After these change, the effect of ComposedKey() can no longer be seen in the profiler outputs.~

* Add HasAccount to the AuthKeeper to save protobuf decoding time

We found in the Osmosis epoch time, the many accesses to GetAccount's proto unmarshalling was a significant slowdown.
This adds a HasAccount method to the AuthKeeper, and fixes one unnecessary spot that it appears within in SendCoins

## Description

Implements an in-memory backend for the DB interface introduced by cosmos#9573 and specified by [ADR-040](https://github.com/cosmos/cosmos-sdk/blob/eb7d939f86c6cd7b4218492364cdda3f649f06b5/docs/architecture/adr-040-storage-and-smt-state-commitments.md). This expands on the [btree](https://pkg.go.dev/github.com/google/btree)-based [`MemDB`](https://github.com/tendermint/tm-db/tree/master/memdb) from `tm-db` by using copy-on-write clones to implement versioning.

Resolves: vulcanize#2

Will move out of draft once cosmos#9573 is merged and rebased on.

Can this be closed? I still think we want to have the main chain fraud proveable but this is no longer a priority.
I guess some of this work could be re-used for leader-selection and fraud-provability of SDK-based rollups? But I think could make more sense to have that developed in a separate module instead in the sdk directly?
