Context

Informal Systems conducted an audit on this repo

Problem

The audit PDF isn't accessible in this repo

Proposal

Similar to rsmt2d we may want to add a section to the README with a link to the report.

The commit hash in the PDF isn't for this repo so I didn't include a
column for the commit hash in the table. IMO we should include one but I
couldn't find the commit hash that was audited so 🤷‍♂️
