This PR updates the contrib/rhcs.md document in a few ways.

  • We're developing RHCS 8 actively. Use the latest version number in the example commands.
  • Ceph now depends on libprotoc.so.25, which is in RHEL 9's codeready-builder repository. Add the codeready-builder repo to the local Yum configuration. (see content_sets.yml: add codeready-builder repositories #2201)
  • Use the new Red Hat ODCS download server URL.
  • Use HTTPS for rhsm-pulp URLs

The rhsm-pulp server uses an SSL certificate from a public CA, so we can
use the HTTPS URLs easily now.
