This PR updates the
contrib/rhcs.mddocument in a few ways.libprotoc.so.25, which is in RHEL 9's codeready-builder repository. Add the codeready-builder repo to the local Yum configuration. (see content_sets.yml: add codeready-builder repositories #2201)
