Closes #574

  • Adds cypress-keycloak library
  • Adds default configuration of most Cypress related env vars (now we only need to set, at most, 3 env vars to run against any environment using the frontend.testing user)
  • Updates Filing tests to utilize cypress-keycloak for login.
