Add "Use Default Copyrights" option to "Import Copyright Templates" Wizard

Based on user feedback the "Import Copyright Templates" wizard should allow an end user to select the option to use the default UCAIug copyright headers for an existing project. This feature already exists as an option in the set of three radio buttons on the "New Project" wizard which uses the ImportCopyrightTemplatesPage class as a "step" within the "New Project" wizard.

The suggested solution is to update the ImportCopyrightTemplatesPage screen to also allow these radio buttons to be used in the context of the "Import Copyright Templates" wizard which also reuses the ImportCopyrightTemplatesPage.
