Runner installation docs refresh

Description

• Update screenshots
• Remove references to following instructions for installation in app - these have been removed and the app just pushed people to look at the docs
• Add web-app setup instructions to machine runner 3 guides
• Update notes for readers about how to figure out if you're an org admin to include all sources of change
