Overview
CRM-20941 set a sunset date for support for PHP5.3 and PHP5.4, Status messages and Upgrade messages have been updated in master. It was felt on the CiviChat that we should be getting the message out sooner so there is a port to the RC to release it a month earlier in line with around the time the Blog on the issue came out
