Overview
Adds missing APIs for tracking click-throughs in sent mailings.
It appears to be an oversight from #25059 which claimed to add it but didn't.
Technical Details
Per @eileenmcnaughton's suggestion I've renamed these classes to match their table names and for the short name to start with "Mailing" like other mailing entities.
