As per PR title, we don't need loadbalancer, template and snapshot until we support them again (except for template, since we have disk image now).
Technically speaking, we can just permanently remove all template-related files. Just in case we need it again (for whatever reason), I'm disabling them for now. If all is good, let's permanently delete them in future release (perhaps, in 2-3 weeks from now).
