EC2 autoscale group module already needs version 5.16 so this constraint would be overridden nonetheless

This provider constraint is already overridden by the EC2 autoscale group module. This brings it in line.
why
This will make it so it's clearer which provider version is needed to use this module in it's current form. The true required version will be directly in the docs
