Now we use handy-spanner for local test and real cloud spanner for e2e test. handy-spanner is unofficial spanner emulator, so it should be superseded by the official one. And the official spanner emulator can be used for e2e test.
This PR changes to use official spanner emulator for all tests and stops depending handy-spanner.
