  1. parser: accept SET ROLE without equal sign 

    Release note (sql change): `SET ROLE user` now parses without an equal
between `ROLE` and `=`. This functionality is not yet implemented.

    Release note (sql change): Allow `RESET ROLE` to be parsed. This is not
