Update all the docblock @SInCE tags to 4.0.0, per https://docs.phpdoc.org/references/phpdoc/tags/since.html
This will enable version-based API docs down the road, and makes sense to put in place before the first stable release.
Any other changes are the result of phpcs "fixing" the code style.
