Implement WebRTC. Will use this issue to track the progress of the initial implementation of this feature.

This plugin is being implemented using test cases. The following test cases have been created. More test cases to be added. Using official WebRTC samples as inspiration.

NOTE: I expect most of the demos that don't yet have check-marks to work already. I just need to write the test cases. The exception to this expectation is on iOS where work will likely be required to make test cases possible.
