Context

We got our first spam article.

I'd like to enable a way to ban accounts that write spam/or write super low quality articles.

Expected Behavior

Update a flag in the database to manually disable a user.
The user should no longer have any of the abilities that a signed in user normally has.
All things to do with that user should be locked.

Current Behavior

No way to ban a user.
