[service] Add a recipe template for NMake builds

Migration of these recipes is not obvious since there is no conan v2 build helper for NMake yet (conan-io/conan#12188). Meanwhile, conan-center should care to not introduce regressions in these recipes, and therefore provide a template with workarounds in order to emulate VisualStudioBuildEnvironment in conan v2 recipes.

Basically these PR have led to msvc build regressions, and a proper template would help to avoid that:
