gdk-pixbuf: use libpng version range, bump deps, fix conflicts

@RubenRBS @mayeut Could you re-run and review this PR now that #23506 was merged? This should be the only remaining package that is still causing version conflicts with other GTK packages.

It's a bump dependencies PR, I can't do much. I nevertheless merged master in this branch.

@RubenRBS, could you run this one please in order to unblock the GTK efforts by @valgur ?

I won't bump libjpeg/libjpeg-turbo as this would create some conflicts.
The tools are now up to date.
