daw_utf_range: update daw_header_libraries/2.106.0, add with_old_header_libraries option

Specify library name and version: daw_utf_range/*

This PR is for updating daw_json_link to 3.24.0.

daw_json_link/3.24.0 requires daw_utf_range/2.2.4 and daw_header_libraries/2.106.0.
daw_json_link/3.23.2 requires daw_utf_range/2.2.4 and daw_header_libraries/2.101.0.
(daw_json_link/3.23.2 doesn't support daw_header_libraries/2.106.0.)
