I'm reopening this as-is because it may be useful for cuda 12 rebuild efforts. This will allow people with HPC access to build complex stuff in an isolated-ish environment for conda-forge (like tensorflow, pytorch, etc.)
These edits used to work for me, but I remember isuruf suggesting something about better secret managements. I also generally think it can be vastly improved. It's a hacked up together for the bare minimum...
