CI: Update os_version

• Used a personal fork of the feedstock to propose changes
• Bumped the build number (if the version is unchanged)
• Reset the build number to 0 (if the version changed)
• Re-rendered with the latest conda-smithy (Use the phrase @conda-forge-admin, please rerender in a comment in this PR for automated rerendering)

Think we can also rip out the bulk of the conda_build_config.yaml file. The only thing we would keep is c_stdlib_version, which could be reduced to 2 entries (for Linux x86_64 and aarch64)

The existing build has two glibc versions for aarch64. We need to choose either 2.28 or 2.17 for aarch.
