This synchronizes dependencies from setup.py from Modin 0.10.0.

@devin-petersohn the issue with Python 3.9 is that distributed with version requirements from our setup.py does not support Python 3.9, can we lift the restrictions?

I have no idea. What is causing us to restrict distributed to <=2.19.0?

According to setup.py from 2.19.0 it only supports 3.6-3.8.

@vnlitvinov I have no idea why it is pinned, it should not be. That needs to be fixed in Modin.
