Support zero-length compressed request and response messages on Node.js #893

This supports the edge case of a request or response message that is ostensibly compressed, but has a length of zero (pre de-compression).

Clients or servers from the repository have never produced such a payload, but it is possible that others do, and we should handle the case gracefully.
