Upgrade to Neutrino v6

Added

• compatibility with Neutrino 6
• configuration with a second argument object (Preset options)
• 'static' folder copy to build
• source code linting tasks
• Svelte ~1.26.1 as an internal dependency.

Removed

• Buffer polyfill
• compatibility with Neutrino 5
• Svelte is not a peer dependency any more. Don't include it in the project.

Fixed

• Dev Server incorrectly starts on a local network IP
• neutrino start on PC with non Latin characters network name throws an exception
