feat: Add configurable transaction priority support #3517

Add dynamic transaction priority fee configuration to RPC methods, allowing users to:

Specify preset priority levels (High/Medium/Low)
Set custom microLamports values directly

Usage Example:

// Default priority levels
await program.methods.myMethod().rpc({ priority: "High" });

// Custom microLamports
await program.methods.myMethod().rpc({ priority: 250000 });

// Override priority levels
await program.methods.myMethod().rpc({
  priority: "Medium",
  priorityLevels: { Medium: 75000 }
});
