This reverts commit a487f53.

This has been failing too much and as pointed out by others it doesn't mean the test won't eventually succeed.

What I'd like to do soon is re-instate this check, but allows a test that failed in this way to automatically have --allow-rerun-success capability.

Retrying on this makes sense, but ultimately though I think this is a symptom of us trying to run too many VMs at once.

#3494 has a commit to re-enable this check, but smarter this time.
