Split from https://gist.github.com/rfairley/5ce9dc7157971a15a72559d766ae580a. Can improve this as we go (e.g. release docs for Afterburn https://github.com/coreos/afterburn/blob/master/docs/release-guide.md have a nice explanation on installing
cargo-releaseandcargo-vendor). For now this gets some docs up for releasing pinger.
