fleetctl needs to support TLS authentication in the event that fleetd is deployed behind a load balancer handling TLS-termination.

@bcwaldon are you talking about client authentication or just TLS encryption?

@jonboulle both - verify the server certs (possibly w/ a custom CA) and also use client-side key/cert for real PKI
