Update dependency on ugorji/go/codec

This is a mirror of change etcd-io/etcd#3655

I know go-etcd is already deprecated, but this change would help a lot development in k8s.

@jonboulle We are doing the integration, but it is a time-consuming one and needs to change a lot of code.

@jonboulle - yes as @yichengq wrote we are already working on it. but there are issues with that and it will probably take few more weeks and I don't want to block on it
