Update rosetta-cli docker image

Summary

Now that rosetta has been updated to v0.7.2 here we need to create a new docker image for the rosetta-cli image used in rosetta tests. Once this has been created we will be able to do rosetta tests on a chain with coins minted post genesis.

Hi! how about if instead of having to maintain two images, we integrate rosetta-cli into the rosetta-ci image ?
Would be matter of installing rosetta-cli here and using here the rosetta-ci image instead of the rosetta-cli one.
Would that be ok ?
