iavl cache size is not returned from GetConfig

Summary of Bug

The Base Config IAVLCacheSize value is not set when retrieving the config object with GetConfig

func GetConfig(v *viper.Viper) Config {

method and defaulting to 0. The new configuration was added with issue #1714 and PR #10561.

I have fixed it in our fork of the sdk by adding this line:

IAVLCacheSize:     v.GetUint64("iavl-cache-size"),

To the return object:

Steps to Reproduce

1.) Call method GetConfig method (

cosmos-sdk/server/config/config.go

func GetConfig(v *viper.Viper) Config {

) with default config context.
2.) Check the BaseConfig IAVLCacheSize property. It will be 0 when it should be the default of 781250

Oh wow, I missed this. Do you want to upstream your fix and then we can also backport it to a new release of 0.45.
