Stargate follow up releases series with the intention to collect improvements & bug fixes that are necessary for the revised Stargate hub upgrade proposal.

As this release includes two IBC fixes that breaking changes (consensus breaking), it will be tagged as new v0.41.0 release series. The v0.40.x release series will essentially be marked EOL and not receive patches or security fixes. Any "Stargate" related patches and security fixes will be made directly to the v0.41.x line.
